EXECUTIVE SUMMARY SOCIAL AND COMPASSIONATE PROJECT SOLIDARITY VILLAGE OF THE “FUNDACION CON CRISTO” QUITO-ECUADOR INTRODUCTION The “Fundacion Con Cristo” (Together with Christ Foundation), is a non-profit NGO, whose statutes have been approved by Ecuador’s state organizations, by means of Ministry Agreement Number 3233 of the Ministry of Social Welfare on July 2, 1992, published in Official Register Number 19 of February 1, 1993. According to our approved statutes our work scope is both domestic and international. From its initial stages, the institution has strived to help the poorest people in the urban-marginal areas of Quito and its Metropolitan District. We have organized health, educational and human development projects. BRIEF ANALYSIS OF THE SITUATION / IDENTIFICATION OF THE PROBLEM ECUADOR’S SOCIAL SITUATION Ecuador is a country with 12.5 million inhabitants, out of which almost 50% are minors. Therefore, we consider ourselves a young country and full of potential. Ecuador is one of the smallest countries in South America. The smallest of the Andean countries impresses everyone due to its diversity, beauty, prosperity and the potential of its natural resources. However, we think that the greatest wealth of a country will always be its inhabitants, and we believe that Ecuador will at all times be what its inhabitants are. When we mention the social situation, we are referring to Ecuadorians, to those persons, communities, their living standard, their social welfare and the degree to which their social needs are fulfilled. We also refer to the human development potential. Politics and economics are completely related to it, although we are not always politicians or economists. Nevertheless, we are the main actors of social intervention processes and as citizens we are aware of the current impoverished financial and social situation of Ecuador. HEALTH SERVICES In the health care area, the Together with Christ Foundation (TCF) forms part of the approach that takes at its origin and reference point the conference that World Health Organization (WHO) organized in 1978 at Alma-Ata. This approach is a new way of understanding Health Services regarding the dominating models of the 1970s. Traditionally, health services were considered to be in charge of the diagnosis and treatment of illnesses. In the new approach, the main focus of the health care system is not illnesses but health, and the mission of the health system is the promotion and preservation of health and, consequently, the prevention of illnesses and also their diagnosis and treatment. Health goes beyond the lack of illnesses and takes into account the physical, mental and spiritual aspects of a human being. The object of health services is the person within his/her family environment and community and his/her interrelationships with nature and cosmos. The health system interacts with all of these aspects. Its actions are not seen as a patient’s passive waiting, but rather as active participation in the community. We will find this focus or paradigm in real situations mixed with previous concepts and structures, together with other conceptual changes which entail other changes, as in all processes that affect a service system. But our mission is to change old concepts and structures to attain the best possible health situation of Ecuador's inhabitants. PUBLIC HEALTH NEEDS The public health system is quite related to physiological and service needs. From our birth to our death we require health services. In fact, we would like for the public health system to be the best service system that we have. People should regularly be in contact with the public health system. (Depending on a patient's age or on the specific risks at each stage, the periods will vary.) And it is quite important when a patient is born, is sick, gets involved in an accident, etc. IDENTIFICATION OF THE PROBLEMS OF SOUTHERN AREA'S COMMUNITIES OF QUITO. 1.- Degree of impoverishment and deprivation of the community 2.- Lack of employment sources 3.- Total lack of prevention of illnesses 4.- Lack of Clinics and Hospitals that are well equipped to provide services to all people with needs, regarding illnesses prevention, diagnosis and treatment. 5.- All of these factors become more severe when dealing with handicapped people, children or seniors. 6.- Lack of Specialized Centers and adequately equipped centers for physical therapy for handicapped patients. PROPOSAL The MULTIPLE PROJECT FOR SOCIAL SUPPORT – SOLIDARITY VILLAGE that is being organized by the Together with Christ Foundation, located in the Quitumbe Housing Project of the Quitumbe Parish of the city of Quito; and located in a land lot of 6774 square meters, consists of the “DANIELE PO” Children’s Development Center for handicapped and normal children, with a classroom of 240 square meters, and another multiple purpose classroom of 240 square meters, that has been finished and will soon be used; and the DIVINA MISERICORDIA Hospital Unit (Divine Compassion), which is 85% complete, and has 1420 square meters in two floors, 15% has not been finished and it does not have furniture, which are required for it to be used, will help to partially solve some of the needs identified in urban-marginal areas of Quito, to fulfill our wishes to help others. Buildings that we plan to build: - House for Volunteers: 270 square meters; - Therapy Center for handicapped patients 240 square meters; - Training Workshops Center 480 square meters in two floors; - Preschool and Primary School Center 720 square meters;. - Second Stage of the Divine Compassion Hospital Unit 1420 square meters. JUSTIFICATION Quito, Cultural Patrimony of Humanity, with 2 million inhabitants in its Metropolitan District, has an inadequate and inefficient health care system that does not fulfill the demands of a growing, uneducated population, with obsolete attitudes and with a great fear of change, which are related to ancestral and popular lacks, that are not in tune with the third millennium and the knowledge evolution in other fields, especially medicine. The Southern Area of Quito, whose population is approximately 700,000 has only one state hospital, with 200 beds, without any resources and personnel who are not paid adequately, and a municipal maternity with 100 beds. The rest of the public health infrastructure corresponds to health subcenters, which are only outpatient centers. The private health care services are also insufficient, with old equipment and with an inhuman and even discriminatory way of treating persons of limited financial resources. This brief analysis of the state and private health care systems justifies the wish of the Together with Christ Foundation of building a Medical Unit in the Quitumbe Housing Plan, that will influence the marginal neighborhoods, with limited financial resources, whose population is at least 50,000, who will be the permanent users of our services. Thus, we believe that in the short term the infrastructure will not be sufficient to meet the population’s growing needs, and this situation will require the infrastructure’s expansion to fulfill the demand. Regarding health care services for handicapped persons, which are around 13.2 % (according to the past census), they are extremely precarious as there are no Specialized Centers that can meet this need, in the area of influence of the Together with Christ Foundation. OBJECTIVES GENERAL OBJECTIVE To improve the living standards of the urban-marginal population of the area of influence of the Village Solidarity Project, especially handicapped persons, seniors and children. SPECIFIC OBJECTIVES 1. To implement complete health care programs focused on vulnerable groups such as children, seniors, pregnant women and handicapped persons. 2. To strengthen at our Hospital Unit all Ministry of Public Health programs. 3. To create specific treatment programs with alternative medicine. 4. To strengthen the training centers in the scientific and academic fields and the creation of caring interrelationships of all personnel who work at our institution. 5. To create a specific network of illnesses prevention for the whole community of our area of influence. 6. To build and equip with leading-edge technology the Therapy Center for handicapped patients. 7. To build and equip the Workshops Center where the training of relatives and family of handicapped children of our project will take place. 8. To build and equip the House for International Volunteers for the ones who will participate in our training projects. 9. To build, equip and operate the Preschool and Primary School Center for handicapped and normal children.
